Safeguarding Guide to Martyn’s Law for Installers

What Is It & Why Is It Important?

Martyn’s Law, formally known as the Terrorism (Protection of Premises) Act 2025, marks a significant step forward in the UK’s approach to public safeguarding. Named in honour of Martyn Hett, one of the 22 victims of the 2017 Manchester Arena attack, the legislation is designed to ensure that venues and public spaces take proactive steps to protect the public from potential terrorist threats. The Act was campaigned for by Martyn’s mother, Figen Murphy, and finally gained Royal Assent, becoming law on April 3rd, 2025.

Understanding Martyn's Law

Martyn's Law is designed to ensure public venues are properly prepared to deal with safeguarding and potential terrorist threats. It groups premises into two tiers, depending on the number of people they can hold:

Standard:

This applies to venues with a capacity between 200 and 799 people. These sites will need to carry out basic staff training, put a response plan in place, and introduce straightforward security measures. 

Enhanced:

Pretains to venues expecting 800 or more people. These locations must follow stricter security requirements, including detailed risk assessments, advanced staff training and physical measures like CCTV compliant installations, bag checks, LOCKDOWN monitoring and regular security drills. 

This law covers a wide range of locations, including retail outlets, hospitality venues, pubs and nightclubs, live music and entertainment venues, schools, colleges, transport hubs and more.

For standard and enhanced venues across the UK, the law requires that these key protective measures be in place by April 2027. While that might sound like plenty of time, in reality, it's not, especially when factoring in assessments, planning, approvals and installation. 

Many establishments will need clear guidance throughout the process to fully understand their obligations and how to meet them. That's where your expertise as the installer becomes invaluable. 

Enforcing Martyn's Law

The Security Industry Authority (SIA) serves as the key regulator for Martyn’s Law, playing a crucial role in overseeing and ensuring the effective implementation of the new legislation.

The SIA’s responsibilities extend beyond mere regulation; they are also tasked with offering expert guidance and support to businesses, helping navigate the complexities of compliance.

Additionally, the SIA is empowered to enforce adherence to the law, taking necessary actions to uphold security standards and protect public safety across the industry.

Section 27

Section 27 was not yet in force when Martyn's Law received Royal Assent on the 3rd April 2025. Consequently, the Secretary of State will issue statutory guidance covering the full scope of the requirements under Martyn's Law, with a publication scheduled for later this year. 

This guidance will remain subject to ongoing review by the Secretary of State, who may issue periodic revisions as needed. All updated guidance will be made publicly accessible.
